Guidance Documents

Indiana’s Municipal Separate Storm Sewer System (MS4) Rule 13 Guidance

Communities and urbanized areas with populations greater than 10,000 persons have been designated as MS4 communities. Designated communities are required to develop stormwater programs to address the six (6) minimum controls identified in Rule 13. The Indiana Department of Environmental Management’s guidance for MS4 communities can be found by clicking here.

Indiana Stormwater Quality Manual

For new developments or projects that include redevelopment, the Indiana Stormwater Quality Manual is a key guidance document detailing best practices for erosion control. These practices are accepted by the State of Indiana and the City of Goshen. A link to this guidance document can be found by clicking here.

Occupancy Permit Agreement

A building project has continued into the colder months (November to March) and some of the following items may not have been completed: vegetation and other landscaping has not yet been established; the required street trees have not been planted; and  the driveway, parking lot, and/or sidewalks have not been installed. If this is the case the property owner will need to enter into an Occupancy Permit Agreement with the City of Goshen as stated in the Goshen Board of Works and Safety and Stormwater Resolution 2011-G. For more information, please read this guidance document.

Stormwater Drainage Manual

To evaluate the stormwater impacts from development, the science of hydrology and hydraulics is involved. For those submitting drainage plans to the City of Goshen, the practices established in the Stormwater Drainage Manual published by the Purdue Research Foundation, West Lafayette, Indiana 47906, copyright 2008 should be used. A link to this guidance document can be found by clicking here.

Stormwater Pollution Prevention Plan (SWPPP)

Disturbance of 1-acre or more of non-agricultural land requires the property owner to develop a SWPPP and permit the land disturbing activities. Guidance and forms associated with Elkhart County Soil and Water Conservation District’s (SWCD) plan review process can be found on the Elkhart County Stormwater Partnership’s website or by clicking here.
